My concern is that it is not just the safety of the nation (w.r.t. terrorism), but the mixing up of copyright control in the tracking of all this data.
The first maybe a valid reason, but the information collected for that means is also very useful for other uses.
I guess we have to realise that this is only a draft of a legislation and is not likely to get passed to law. This is similar to what happened with SOPA and PIPA in the States.
